The tie-breaking rule was applied to ensure an orderly process, with the cut-off established on November 6, 2023, at 20:17:35 UTC. This meant that, in cases where multiple candidates had the same score, only those who submitted their profiles before the specified date and time were considered.
The Ministerial Instructions, which guide the selections made under the Express Entry system, delineate the regulations for inviting eligible foreign nationals who have expressed interest in migrating to Canada. According to the official policy, the grouping for this round concentrates on eligible Canadian Experience Class candidates ranked within the first 4,000.
